This is around the bpm range of dubstep so I decided I'd post here. So, what would you call this and who's producing these type of tunes?

BPM does not always determine the genre of music. I'm not up to date on what determines each genre, but I'd label that track as either house or trance. This is because there is no drop in the song you posted, which is one of the main characteristics of dubstep.
