anybody know of any helpful tutorials on painting technics... or metal in general??

i worked in a body shop until i got made redundand... did a lot of painting, for a quick job like this id do the following:
take it apart,
sand it down, - 250 grit wet and dry will do.
give it an even dusting of acid etch primer (acid etch takes to metal much better)
leave it a week in your nice warm house to harden.
flatten the primer layer with some 400-600 grit wet and dry (used wet - with a bit of soapy water if your new to this stuff)
when its all smooth, rinse it under a running tap and wait for it to dry.
then paint! (car paint from halfords will do)
give it lots of light coats, just dust it on evenly (start spraying before you pass over the deck, if you spray direct onto it, you'll get splatters and have to start over)
give it 10 mins between coats
if you want it matt leave it like that to harden for a few days.
if you want it supper glossy, wait 20 mins after your last coat of colour, and then do the same with clear coat. same technique but you want thicker layers this time, get it as wet as you can without it getting so thick and wet that you get paint runs or you'll have to start over...
and yea, once you have a few coats, let it dry for a few days and your good.
